Assuming that neither an effective antiviral therapy nor a vaccine against SARS-CoV-2 will be available in the near future, this working paper outlines testing strategies that will allow for a strong expansion of PCR-based testing capacities and testing practice across Germany. The goal should be to create a national framework to enable mobility in all areas of life and protection of at-risk groups through mass testing by means of uniform data sets and communication channels, protocols and standards but with target group specific testing strategies. In multidisciplinary approaches, the scientific and logistical foundations necessary for this are developed in this paper. A series of pilot projects will provide further experience and data points on how preventive mass testing can be implemented in a diversified, efficient, and resource-efficient manner. A rough target of several million people tested per week, should enable sustainable mobility in different economic and life sectors, while effectively protecting at-risk groups.
