Emerging digital technologies such as artificial intelligence, 5G, blockchain, and the internet of things have accelerated global internet interconnection. At the same time, they have also exacerbated internet fragmentation because of the incompatibility between emerging technology and infrastructure, uneven technology and resource allocation, and the mismatch between emerging technology and cyberspace governance efficiency.

Given the uneven empowerment process of emerging technologies for different cyberspace actors, competition and conflicts among cyberspace actors have intensified regarding cyber governance concepts, issues and models. As a result, global cyberspace is facing a severe shortage of shared values, international norms, and institutional arrangements.

In this process, the power structure in cyberspace is constantly adjusting; national cyber security and sovereignty risk critical challenges; and the geopolitical game in cyberspace becomes increasingly complex, resulting in a huge dilemma for global cyberspace governance. This article suggests that China should promote the construction of an interoperable global governance system to reshape global order in cyberspace.
