In a time of global instability, the shifting international power structure, the relapse into great power politics, China's growing strength, the erosion of transatlantic relations, complex military and technological challenges, climate change, the endangerment of maritime transport routes and the upheaval of the world trade order are pressing issues for comprehensive strategic foresight now more than ever. In Germany in particular, political action has so far tended to be less oriented towards strategic guidelines and the understanding of the importance of an overall strategic approach.

Against this background, the project "Strategic Risk and Foresight Report for Germany in Europe" aims to combine geostrategic and geoeconomic perspectives in a comprehensive, nationwide risk picture and to regularly record and assess global and regional risks for Germany's prosperity, innovation and security. This report, which will be submitted annually, is intended to help address risk assessment and cross-cutting security issues in the context of a holistic, networked approach to help identify existing deficits and opportunities and to develop operational proposals for overcoming or exploiting them. The project focuses on the permanent anchoring of preventive and risk-oriented precautions in the national security architecture.
