Zeiten der dynamischen geopolitischen Umbrüche in der globalen Machtarchitektur stellen Europa vor große Herausforderung. Der Umgang mit Russland seit dessen Angriff auf die Ukraine, die Begegnung mit China angesichts dessen steigenden Machtbewusstseins und Präsenz auf der Weltbühne und die Entwicklung der Beziehung zu den USA erfordern grundsätzliches Neudenken in der europäischen Sicherheits- und Verteidigungsstruktur. Dabei stellt sich auch die Frage, ob dabei eine gemeinsame deutsch-französische Linie gefunden werden kann – oder überhaupt angestrebt wird. Diesen und weiteren Fragen widmet sich die Veranstaltung „Globale Machtverschiebung – Haben wir noch eine gemeinsame deutsch-französische Perspektive?“ im Rahmen der Diskussionsreihe „Deutsch-französischer strategischer Dialog“. Aus Anlass des jährlichen „International Security Forum Bonn“ freuen wir uns, den Dialog exklusiv als Pre-Event zu veranstalten.

Both the French and German governments are equally confronted with the challenge of digital sovereignty. In the last five years, the number of cyber attacks in Germany, especially among universities, has risen sharply. In France, too, attacks on public structures such as administrations and hospitals are on the rise. In addition, there are dependencies on the U.S. and China at the EU level in the digital domain, which pose further risks to digital sovereignty and cybersecurity. It is therefore important that Germany and France cooperate with each other within the framework of so-called cyber diplomacy. But what do we actually mean by cyber diplomacy and cyber security? How are France and Germany shaping these? What opportunities does a joint European strategy for digital sovereignty and cyber security open up?

Times of dynamic geopolitical upheaval in the global power architecture present Europe with a major challenge. Dealing with Russia since its attack on Ukraine, the encounter with China in view of its growing power awareness and presence on the world stage, and the development of relations with the USA require fundamental rethinking of the European security and defence structure. This also raises the question of whether a common Franco-German line can be found in this context - or whether it is even aspired to. These and other questions will be addressed in the event "Global Power Shift - Do We Still Have a Common Franco-German Perspective?" as part of the discussion series "Franco-German Strategic Dialogue". On the occasion of the annual "International Security Forum Bonn", we are pleased to host the dialogue exclusively as a pre-event.
