Dr. Weber confirmed that the plan could not be finalized in the near future. Territorial concessions would be one of the most difficult points of negotiation; the focus of further negotiations would be security guarantees, for which a working group has now been set up.
Dr. Weber pointed to additional challenges, such as Russia's mistrust of Europe, which Foreign Minister Lavrov has expressed in the past. One exception here was Turkey: since the beginning of the war, President Erdogan had positioned himself as a dialogue partner for both sides and could thus offer Europe an opportunity to continue negotiations as a neutral mediator. In the US, meanwhile, internal factional struggles are hampering agreement under President Trump.
