As the most likely scenario, Schlie assumes that the U.S. will remain engaged as a force for order in Europe, while at the same time divergences between the European states will continue. "The central inner-European conflicts, such as Eastern Europe's need for security in the face of Western Europe's restraint or the continuing tensions in Franco-German relations, inhibit the further development of a European security concept here," Schlie writes.

Henry Kissinger Professor of Security and Strategic Studies at the Institute for Political Science and Sociology.
