To change this, Dr. Iulian Romanyshyn proposes that European countries send troops to Ukraine. These troops would take on routine tasks such as monitoring the Belarusian border and critical infrastructure, thereby relieving the Ukrainian army. In addition, the presence of European troops would simplify training.

Dr. Iulian Romanyshyn advocates this strategy despite Russian warnings. He justifies this by arguing that Russia has already set several red lines, but that crossing them has always remained without consequences. Furthermore, the advantage that Europe could gain from this step outweighs the disadvantages: it would break the Kremlin's blockade on security guarantees and bring movement to the negotiations. Europe could thus break away from the sidelines on its own, according to the concluding analysis.
