Russian Occupation Policy: Forced Conversion and Terror
17. November 17th, 2025 / 5:00-6:30 p.m. / Festsaal der Universität Bonn, Regina-Pacis-Weg 3, 53113 Bonn
What form does Russian rule over the occupied Ukrainian territories take—and what means are used to secure it? What goals is Moscow pursuing with its population policy, and how are the people on the ground responding—between adaptation, survival, collaboration, and resistance?
The event sheds light on the structures, instruments, and effects of Russian occupation policy. It shows how Russia is gradually integrating the occupied territories into its political, military, economic, and ideological system, drawing on practices of Soviet control and Russification. At the same time, examples from the occupied territories illustrate that even under massive pressure, forms of resistance and civil courage continue to exist.
The focus is on the presentation of a recent study on Russian occupation policy. It is supplemented by reports from eyewitnesses who provide insights into everyday life under occupation.
