From Dr. Umbach's point of view, the recent Ukrainian attacks on Russian energy infrastructure are proving effective: “It hurts Russia economically and, to some extent, militarily.” The security expert pointed out that Russia is unwilling to “[...] accept robust Western security guarantees for Ukraine.” At most, Dr. Umbach explained, Russia could conceivably agree to a UN peacekeeping mission to monitor the Russian-Ukrainian front line, although such a mission could be sabotaged at any time by a Russian veto within the UN Security Council.
