China-EU Tech Relations – Impacts and Governance of Cyber and Emerging Technologies

The cooperation between China and Europe in governing cyberspace and emerging technologies holds strategic importance for both sides. However, issues such as cybersecurity and data security challenge the foundation of this collaboration, while geopolitical competition exacerbates mutual distrust. Europe advocates for "de-risking" in the digital realm, while China emphasizes "self-reliance" in the technology sector. How should we assess the risks and benefits of China-Europe interaction in these fields?
