Profile

Hugo Escobar Fernández de Castro is a Lawyer, an administrative law specialist and a professor of constitutional law at Pontificia Universidad Javeriana (Bogotá D. C., Colombia). He earned a Master's degree in Public Law and is currently pursuing a Ph.D. in Advanced Studies in Human Rights at Universidad Carlos III de Madrid (Spain). He was a visiting scholar at the Kroc Institute for International Peace Studies, University of Notre Dame (USA).


Acquired over 5 years of experience at the Constitutional Court of Colombia, serving as Judicial Assistant, Specialized Professional, and Deputy Magistrate (interim). Since February 13, 2018, he has held the position of Deputy Magistrate of the Special Jurisdiction for Peace - JEP - where he investigates extrajudicial executions and enforced disappearances committed by the military in association with paramilitaries during the armed conflict in Colombia.

  • He is currently focusing on his dissertation: "Constitutional Tensions Surrounding the Right to Water".
