From Early Warning to Escalation:
AI and the Future of Conflict

In the summer of 2026, several AI models managed to break out of their isolated test environments. As artificial intelligence becomes increasingly autonomous and skilled, AI agents are finding their way into military reconnaissance, decision-making, and warfare. These developments raise a fundamental question: Could comparable capabilities also pose a security risk at the state level in the future? Concerns about autonomous weapons systems, algorithmic misjudgments in crisis situations, and an AI-driven arms race among major powers are growing. At the same time, the use of AI systems for early warning and situational awareness demonstrates that new technologies can also contribute to stabilizing international security.
The discussion will focus on how AI is changing vulnerabilities and defense capabilities in cyberspace. How can states prepare for AI-enabled cyberattacks? What control mechanisms are needed to keep autonomous AI systems manageable? What constructive role can Germany and its allies play in developing robust cybersecurity strategies?
The event is organized as part of the Bonn Symposium 2026 in collaboration with the Development and Peace Foundation (sef:). It will be conducted entirely in English.

The event is part of this year’s Bonn Symposium, organized by the Development and Peace Foundation (sef:). Under the title “May the Rules Be With You –AI, Big Tech and the Future of Peace and Cooperation,” the symposium explores the social, geopolitical, and security implications of artificial intelligence and large technology companies.
