Safeguarding Germany's independence and sovereignty in times of crisis and conflict is a joint task for the federal and state governments. In the face of increasing threats from cyber attacks and hybrid crisis scenarios through to recurring threats to the population and critical infrastructures, the question arises as to how well prepared Germany is for extreme situations. How can cooperation between military and civilian actors in times of crisis be improved in order to strengthen Germany's overall crisis resilience?

After a welcoming address by Dr. Enrico Fels, Managing Director of CASSIS Bonn, State Secretary Dr. Daniela Lesmeister, Ministry of the Interior of North Rhine-Westphalia, former Lieutenant General Martin Schelleis, Federal Commissioner for Crisis Resilience, Security Policy and Civil-Military Cooperation at Malteser Hilfsdienst e.V., will discuss these questions, Lieutenant General André Bodemann, Designated Deputy Commander of the Operational Command of the Bundeswehr and Commander of Territorial Tasks, and Martin Zeidler, President of the Situation Management, Warning and International Affairs Department at the Federal Office of Civil Protection and Disaster Assistance (BBK), on the panel about strengthening crisis resilience in Germany. The discussion will be moderated by Susanna Zdrzalek, journalist and reporter for ARD.
