Umbach makes it clear that the European states are responsible for this, as they have failed to significantly increase their defense efforts. Instead of forming a strong, unified European front, EU countries missed the opportunity to strengthen their own military independence and defense capabilities. As a result, Trump could now push Europe forward, as the USA increasingly shifts defense responsibilities onto the European countries themselves.
