Dr. Frank Umbach believes that the best way to ease the financial burden on taxpayers with regard to fuel prices would be to lower the value-added tax or the energy tax. However, he noted that the issue of how to offset the cost has not yet been definitively resolved. He also emphasized that no concrete measures are expected before the next meeting of the state finance ministers in October. According to Umbach, states that are already struggling with financial problems would be particularly reluctant to support a tax cut in this area.
