According to Dr. Frank Umbach’s assessment, vulnerabilities in critical infrastructure, such as the power grid, are not limited to Berlin. He noted that the protection of these facilities is often inadequate, primarily due to the high costs associated with securing power lines and substations. Both policymakers and the private sector fear the increased costs that they or their customers would have to bear. From a security policy perspective, however, crucial power lines—such as the North-South links—should be laid underground; yet Dr. Frank Umbach pointed out that this is up to five times more expensive.
