In an interview with German broadcaster phoenix, Hans-Dieter Heumann, former President of the Federal Academy for Security Policy, assesses the outcome of the recent Russia–Ukraine talks in Istanbul. His verdict: no progress was made toward a ceasefire.

On 16 May 2025, Hans-Dieter Heumann appeared on the news programme “phoenix der tag” to comment on the Istanbul negotiations between Russia and Ukraine. According to Heumann, the talks yielded a “zero result” with regard to a possible ceasefire, as neither party showed willingness to compromise.

Heumann emphasized that Russia continues to pursue its strategic goals, while Ukraine remains committed to restoring its territorial integrity. The positions, he argued, remain fundamentally irreconcilable, making any near-term diplomatic breakthrough unlikely.

His analysis highlights the ongoing complexity of the conflict and the limited effectiveness of current negotiation formats in moving toward peace.

Dr. Hans-Dieter Heumann is a lecturer at the Institute of History at the University of Bonn. Until 2015, he was President of the Federal Academy for Security Policy in Berlin, before that German Ambassador to the Council of Europe. His diplomatic service took him to the embassies in New York (UN), Washington, Moscow and Paris. At the Federal Foreign Office, he worked in the planning and management staff and in the planning staff of the Federal Ministry of Defense. As a political scientist, he has taught and conducted research at Georgetown University in Washington, D.C. and at the Institute for East-West Security Studies in New York, USA.
