U.S. President Joe Biden made good on key campaign promises after taking office. For example, the U.S. rejoined the 1995 Paris Climate Agreement and promised to reduce U.S. greenhouse gas emissions by 50 to 52 percent by 2030 (from 2005 levels) and to zero by 2050 for climate neutrality. To achieve this, the administration has adopted a comprehensive set of tools that includes tax breaks and numerous incentives as part of a $2.3 trillion modernization program for aging U.S. infrastructure. The Biden administration hopes this will encourage other countries to be more ambitious in their climate and energy policies ahead of the UN climate summit in Glasgow in November.
