PD Dr. Nötzold emphasized that the ambitious goals of the strategy are both realistic and necessary. In view of real and growing threats, it is essential to be able to effectively protect and defend Germany's space systems. As prerequisites for credible deterrence in space, PD Dr. Nötzold stressed the importance of comprehensive situational awareness (Space Domain Awareness) and the need for defensive and offensive mechanisms. For offensive mechanisms, Germany will rely on non-kinetic measures such as electromagnetic jamming signals or lasers in the future to avoid additional space debris.
With regard to international developments, she emphasized that existing system conflicts between major powers such as the US, China, and Russia are already leading to an arms race in space. In particular, GPS signal jamming has already been observed in the eastern Baltic region and eastern Poland.
The failure of space systems would have far-reaching consequences that go far beyond navigation and weather forecasting: logistics, air traffic, energy supply, and finance are all critically dependent on space-based infrastructure.
