Prof. Dr. Heinemann-Grüder began by addressing the question of how realistic Western security guarantees for Ukraine currently appear. The conflict researcher and expert on armed conflicts in the post-Soviet states pointed out that the US has already ruled out Ukraine's membership in NATO. Furthermore, neither the Americans nor the Europeans are willing to risk a possible escalation with Russia by deploying their own ground forces in Ukraine. Consequently, Professor Heinemann-Grüder explained that peacekeeping in Ukraine is most likely to be achieved through measures that are not perceived by Russia as a direct threat to its own security. This could be achieved, for example, by establishing a buffer zone west and east of the front line, through no-fly zones, and also by sending a UN peacekeeping mission. According to the security expert, the latter currently represents the “only alternative” to a European military intervention in Ukraine and could possibly involve the deployment of German troops.

On August 19th, Prof. Dr. Andreas Heinemann-Grüder gave an interview to OVB Heimatzeitungen, a subsidiary of the Oberbayerisches Volksblatt newspaper, entitled “There is no will for troops.” In the interview, Prof. Dr. Heinemann-Grüder examined possible scenarios for the future of Ukraine in the event of a ceasefire or peace agreement with Russia.
