In response to Russia’s ongoing hybrid warfare, the German government announced a comprehensive package of countermeasures on September 1, which, among other things, orders the closure of Russia’s last remaining consulate general in the Federal Republic of Germany. According to Prof. Dr. Heinemann-Grüder, a significant amount of technical equipment in particular must now be safely removed from the site and transported out of Germany. So-called “curators”—Russian officers who have directed collaborators in Germany—must also leave the country immediately, Heinemann-Grüder said.
