According to Dr. Joachim Weber, for example, introducing an equivalent to NATO Article 4 or a European Security Council would be redundant, since 90% of NATO and EU member states overlap. He also emphasized that such a body would have little actual power beyond advisory functions, and that its democratic legitimacy would be questionable. At the same time, Weber praised the efforts of Eastern European countries to protect against drone attacks and hybrid warfare. He said the EU would be well advised to follow their lead and implement any measures and reforms in coordination with NATO structures.
