Negotiations are currently in a difficult phase, as Ukraine would in principle be prepared to accept the current front line as the starting point for a ceasefire, but Russia is demanding the cession of further territories. Ukraine cannot and will not accept this.

Prof. Dr. Andreas Heinemann-Grüder considers the deployment of European troops in Ukraine to be extremely unlikely. The proposal was made just under a year ago and has made little progress since then. Europe is not prepared to enforce a ceasefire. At most, it would secure an existing ceasefire, but this is also not in sight.

With regard to the financing of Ukraine's defensive struggle, Prof. Dr. Andreas Heinemann-Grüder sees less of a problem in the amount of financial resources than in how they are spent. The goal must be to award more contracts to start-ups, which would offer faster development times and greater flexibility. Large arms companies are often too slow.
