While the federal government’s reforms are ambitious and could certainly bring about significant changes, the current reforms are not really comparable to Agenda 2010, for example, when it comes to implementation. Above all, the issue of fairness is crucial for the implementation of the reform agenda and its acceptance by the public.

During the election campaign, the CDU and CSU set ambitious goals that may prove impossible to achieve, especially given external and internal shocks. This is leading to rifts within the Union and the government. In contrast, the SPD is partially slowing down or blocking reforms and is also deliberately misinterpreting the chancellor.
